Not necessarily. Just shouting from the corner "It is WRONG" won't help
much. However, complaining can be definately be helpful. It lets people
know about a problem who may not know it exists. It can also get other
people to think about possible solutions.
Complaining can be (In my view) similar to noticing a hole in a bridge
that people occasionally fall through, and putting up a sign ahead of the
hole notifying people. Doesn't fix the hole, but it can help people avoid
the problem. And if enough people notice, you might be able to get
several people to move that large metal plate nearby over the hole to
cover it up.
