Well the information I gleaned off of the Avacal list and the Armour
Archive was that the Kingdoms paid for it. They really didn't go much into
what would be checked but I think it would only be child molestation type
charges or those who are registered sex offenders.  I actually think it's
a good idea but I think the logistics of the thing needs to be worked out
so that innocent people aren't affected by it and that any information
attained by this background check is not used in a malicious way.
