[Artemisia] SCA Reasonable accountability

The only other thing I could add is that the youth authorization cards
would be needed by anyone hosting a function associated witht he SCA
that youths would be at. An example is a get together where teh kids
are making garb or going to a place with an adult to make armor or to
learn about history.
