There have been kings and always will be kings that will outright ignore any petition that comes there way recommending certain individuals for awards.  For some individuals any recommendation is frequently viewed by many that have wear the Crown as a waste of paper.  Doesn't matter the who or the number of signatures, the recognition simply won't happen.
