It is not a requirement in Kingdom law to have these things published - 
but I do believe it is a Very Good Thing (tm).

Two suggestions come to mind:

1) the Court Herald sends a copy to the Sage Advice, along with the 
other recipients already listed. Having a signed copy in hand, the 
chronicler can then transcribe the info as needed for publication.

2) Wormwood Pursuivant sends a consolidated report monthly to the Sage 
Advice, putting together all forms received by whatever cutoff is 
appropriate for publication deadlines.

Mind you, these are only ideas and suggestions.
