It depends upon the library and the circumstances (as to if the institution has open or closed stacks) but inventory and shelf reading is something that is done on a regular basis in most places. Depends on staffing and other projects.

Also the shelvers should be looking at where various volumes are placed on the shelves when they shelve. If a section is messed up, they should be pulling books off and re-shelving as they work.
